As of June 1, 2026: Usage-based billing for GitHub Copilot is now live for all users and Copilot code review consumes GitHub Actions minutes, in addition to GitHub AI Credits.

As part of this release, we're also launching new user-level budget controls, expanded context windows, and enabling upgrades to Copilot Max.
